Apopka Nearly Tripled in Size, and the Line Still Zigzags

The City’s own figures put Apopka at 12.83 square miles in 1990 and 36.007 in 2023. A city does not grow like that by filling in; it grows by annexing, parcel by parcel, and the line it leaves runs down one side of a road and stops. That is why one street sits inside the city while the acreage behind it does not.

Inside the city limits the Apopka Building Division requires a permit for all electrical work, including new service equipment, service relocations, service increases and fixed appliance connections, filed at 120 E. Main St, Second Floor, with inspectors working weekdays from 7 a.m. to 3:30 p.m. Outside those limits, section 9-86(a) of the county code applies and the Orange County Division of Building Safety issues it. Florida adopts the NEC through the Florida Building Code, so both work from the same rulebook.

Power itself is not a city matter. The City bills water, sewer, reclaimed water and garbage, and Duke Energy sells the electricity, down to the street lights, which the City’s own FAQ says Duke services, with 1-800-228-8485 to report one out. If the whole street is dark, that is the utility’s side of the meter. If only your house is dark, it is ours.

No Power Means No Water

Apopka grew by annexing nursery and grove land. It has called itself the Indoor Foliage Capital of the World since commercial fern growing arrived in 1922, and much of that ground is now house lots, some large and unplatted. Out there the house draws from a private well, permitted by the Florida Department of Health in Orange County, which handles domestic and irrigation wells under 6 inches in diameter. The well is theirs. The circuit that runs it is ours.

The breaker, the pressure switch, then the pump

A submersible pump sits on its own circuit and is switched by a pressure switch out at the tank, not by anything on a wall. When a homeowner out here says the water quit, we check the breaker, the pressure switch and the pump circuit, in that order, before anyone talks about pulling the pump.

Standby power has to carry the pump

Sizing a generator on a well property is not the exercise it is in town. The pump and any septic lift pump count alongside the air handler, and motor starting current is the part people leave out. NEC article 702 covers optional standby systems, with 702.5 for transfer equipment.

Barns, shops and shade houses

Detached buildings are normal on this ground, and each is its own small system: a disconnecting means at the building and its own grounding electrode where NEC 225 and 250.32 require them, and GFCI protection where NEC 210.8 calls for it in a shed, a shade house or a pump house.

Apopka was incorporated in 1882 as the Town of Apopka City, its limits a mile in each direction from the Masonic Lodge on Main Street. The City’s figures show 13,611 residents in 1990 and 66,580 as of April 2025, so two very different houses land on our schedule the same day. Homes near the core often have two wire circuits with no equipment grounding conductor, and anything wired from the mid 1960s into the early 1970s may carry aluminum branch wiring, which needs connectors listed for the purpose at every termination. Subdivision homes from the annexation years are grounded and well served, but full of backstabbed devices that loosen with age, as our crew found next door in Ocoee.

Newer homes, same first question

Newer houses arrive with AFCI protection under NEC 210.12 in the living areas it covers, which does not include garages or outdoors, tamper resistant receptacles under NEC 406.12, and GFCI protection where NEC 210.8 lists it. Work there is addition: an EV charger, a lanai circuit, pool equipment, a generator. Each starts with what the service can carry, and whether the NEC 110.26 working space in front of the panel survived the garage shelving.

Storm season on a long service run

The National Weather Service office in Melbourne calls central Florida the lightning capital of the United States, and a surge does not need a direct strike to take out a GFCI device, a pump controller or a smoke alarm. No. Gas here comes from the Lake Apopka Natural Gas District, a community owned independent special district whose member cities are Apopka, Winter Garden and Clermont. Being in a member city does not put a main on every street, and out on acreage many have none.

How do I know whether my address is actually inside the Apopka city limits?

On a private well, very often yes. The pump has its own circuit and a pressure switch controls it, so a tripped breaker or a failed switch reads as a plumbing problem. We start at the panel and work out to the well house.
